Communication of 20 October 2021 from Minister Mary Butler to Nursing Home Providers

On 20 October 2021, a communication was issued by the Office of the Chief Inspector of Social Services on behalf of the Minister for Mental Health and Older People, Ms. Mary Butler T.D., to update Registered Providers on the implementation of the recommendations contained in the Covid-19 Nursing Homes Expert Panel (NHEP) Report of August 2020. These recommendations were particularly focused on short-term actions for the response to Covid-19, but also reflected longer-term strategic reform of nursing home services.

Following the recent publication of the Third Progress Report on the implementation of the NHEP recommendations, the Minister wished to assure Registered Providers that the Department of Health and relevant health agencies are continuing to implement the recommendations and will ensure that supports for nursing homes remain in place throughout the months ahead. Furthermore, the Minister indicated that €17.6 million has been secured in Budget 2022 to ensure the continued implementation of recommendations such as those regarding enhanced community teams, safeguarding for residents and safe staffing.

The Minister also invited and encouraged Registered Providers to participate in a third Nursing Home Provider Survey to issue shortly. This Survey will aim to capture the implementation progress of Registered Providers across the relevant NHEP recommendations and will support the comprehensive final progress report to be published in Q1 2022. The Minister emphasised the importance of the input of Registered Providers and requested maximum engagement with the survey to support evidence-based analysis of progress.

The Minister encouraged all Registered Providers to maintain familiarity with the latest public health advice and support, and to assess and review preparedness and contingency plans, especially coming into winter. She also highlighted the importance of maintaining social connections for residents in line with HPSC visiting guidance. Finally, the Minister reiterated her sincere thanks to Registered Providers and their staff for their ongoing support and commitment in the response to the Covid-19 pandemic.
